The sites I use to outsource are oDesk.com and elace.com – if you do decide to use these sites it is important you provide great detail about the content, layout, images, colours etc. Otherwise you will be disappointed. Imagine trying to create something when you don’t have the specifications. Very frustrating for them and a possible let down for you. I also used the StudioPress.com themes. So good luck with this.
